Things that ordinary Tibetan people care most (III)

The 2016 NPC and CPPCC sessions have already finished. On the 16th of March, Premier Li Keqiang convened a press conference, responding to the questions raised by Chinese and foreign journalists. Amongst which, there are some questions that are closely associated with ordinary Tibetan people’s life.

7. Environment

What will be done this year?

Take a strong governmental stand on atmospheric pollution and water pollution. Put much effort into development energy saving and environmental industries. Reinforce construction of ecological protective screens.

What will be done in the next 5 years?

In the next five years, total output value for water volume usage, energy consumption and carbon dioxide emissions will decrease by 23%, 15% and 18% respectively while forest coverage will achieve 23.04%. Energy resource development usage efficiency will be greatly improved while the quality of the ecological environment will be overall improved.

What will Tibet do?

In 2016, compensative policies for improving the effectiveness of forest will be continued, increase afforestation in key areas, enlarge investments on protection of natural conservation areas. Allocate 1,108,490,000 RMB compensation fund of non commercial forest, 200 million RMB forestation fund in focus areas, 70.15 million RMB wetland protection subsidy fund, 58 million RMB wild animal disturbance compensation fund, 35 million RMB sand prevention and control fund, 42 million RMB forest industry assistance fund, 28 million RMB forest industry disaster prevention fund; and furthermore expenditures amounting to 145,330,000 RMB will be newly added for specialized management and protection in natural conservation areas.

8. Employment

What will be done this year?

Rural and urban employment will be added for 10 million people, and the rural and urban unemployment registry will be below 4.5%. Develop medium and small cities and small towns in the central and western regions to provide more employments and opportunities to start up business for peasant-workers in neighborhoods , allowing them to make money and also being able to fully accommodate their family.

What will be done in the next 5 years?

Jobs for 50 million will be added.

What will Tibet do?

In 2016, implementation of effective employment policies will be continued, improve the system supporting employment and business start-ups. Subsidy funds for government purchasing of public welfare positions amounting to 560 million RMB, 8.62 million RMB for specialty employment projects as well as human resources and talent advancement funds of 100 million will be arranged.

9. Traffic

What will be done this year?

This year a few large scale projects of the 13th Five-Year Plan will be started. Complete railroad investment amounting to 800 billion RMB, public road investment amounting for 1.65 trillion RMB; start working on 20 large-scaled water projects, construct important large projects such as hydropower, UHV electricity transmission, smart power grids, oil and gas pipelines as well as urban rail transportation. Investment within the budget of the central government will increase to 500 billion RMB. Amongst the above-mentioned projects, those that are closely associated with Tibet are: construction of the edgewise railroads such as the Sichuan-Tibet Railway system; construction of large-scaled water reservoirs; promotion of ecology repair and control related to core National Ecological safety areas.

What will be done in the next 5 years?

Improve the modern comprehensive transportation system.

What will Tibet do?

In 2016, funds will be arranged for investments in the following: 14,464,300,000 RMB basic facilities construction, a 9.7% increase compared to last year. Within this: a fund for local basic construction amounting to 1,100,000,000 RMB, a public road construction fund for 10,910,000,000 RMB, 320 million RMB for national and provincial large and medium-scaled highway repairs, 10 million RMB for dealing with public road emergencies, 80 million RMB for land care projects and 50 million RMB for port construction.
