Things that ordinary Tibetan people care most (I)

The 2016 NPC and CPPCC sessions have already finished. On the 16th of March, Premier Li Keqiang convened a press conference, responding to the questions raised by Chinese and foreign journalists. Amongst which, there are some questions that are closely associated with ordinary Tibetan people’s life.

1. Income

What will be done this year?

GDP will grow 6.5% - 7%, resident consumption prices will increase by about 3%, international payments will be basically in balance, and resident income growth and economic growth will be in basic synchronization.

What will be done in the next 5 years?

Realize the goal regarding comprehensively building a well-off society; up until 2020, GDP and per capita income of people from urban and rural areas will be twice as much as that of 2010; during the 13th Five-Year Plan period, average annual economic growth will stay above 6.5%.

What will Tibet do?

By 2020, the standard of living for people will improve comprehensively; per capita disposable income of urban and rural residents will be twice as much as that in 2010, thereby approaching the nationwide average standard.

2. Poverty Alleviation

What will be done this year?

The task of helping more than 10 million rural poor people shake off poverty must be completed this year.

What will be done in the next 5 years?

Per capita disposable income growth rate of farmers in the poor areas will be higher than the nationwide average standard; the main aspects within basic public services will approach the nationwide average standard.

What will Tibet do?

In 2016, 8.5 billion RMB will be invested, of which, special funds counts for 2.4 billion RMB, completing poverty alleviation for 129,700 people, and realizing relocation for 25,000 poor people.

3. Health

What will be done this year?

The central finance has arranged an aid subsidy fund for urban and rural medical care with an amount of 16 billion RMB, thereby increasing by 9.6%.

What will be done in the next 5 years?

Push for the construction of a Healthy China, and make average life expectancy improve by one year.

What will Tibet do?

In the next 5 years, develop strongly the Tibetan medicine cause, realize the establishment of county-level Tibetan medicine hospitals. Basic-level Tibetan medicine combined with western style medical service, capabilities will be enhanced. There will be 2.2 certified doctors for every 1,000 people. Those who can’t afford medical expenses even with medical insurance and commercial insurance compensation will be financially supported.
