Tibet to ensure 590,000 people shake off poverty on schedule
According to the Poverty Relief Office in Tibet Autonomous Region, Tibet will lift all the 590,000 poor people out of poverty by signing theobjective responsibility agreement to implement the main responsibility and doing a good job of precise poverty alleviation and shake-off during the 13th Five-Year Plan (2016-2020) period.
Data show that the Central Government of China and Tibet have continuouslyincreased investment in poverty alleviation, with a total investment of 9.19 billion yuan (1.41 billion US dollar) in this regard during the 12th Five-Year Plan (2011-2015) period and 580,000 people crossing the poverty line and getting rid of poverty steadily.
However, there are still 590,000 people in poverty. A number of difficulties in poverty relief work still remain, such as a large poor population, concentrated and contiguous distribution of poverty-stricken people, serious poverty in some places, deep poverty, widespread poverty-returning phenomenon and prominent relative poverty.
To this end, Tibet proposed to intensify the efforts indevelopment-oriented poverty relief and create a large poverty-alleviation pattern through improving the mechanism of tackling key problems of poverty reliefnd enjoy three guarantees in compulsory education, basic medical care and social security. comprehensively, implementing the precise poverty reduction measures, coordinating the work of promoting poverty alleviation by relocation and carrying out the responsibility system regarding the management over the objectives of development-oriented poverty relief, with a view to lifting all the 590,000 poor people out of poverty. They are to be free from worries about food, clothing and housing, ensured to have skills, jobs and money.
To further implement the main responsibility, Tibet has adjusted the framework of the leading group of the development-oriented poverty relief work, established the headquarters with 11 working groups under it to command and coordinate the work of tackling the key problems of poverty relief. Meanwhile, all prefectures (cities) and counties are required to set up corresponding organizations to implement the work of tackling the key problems of poverty relief in their respective precincts. If they failed to fulfill the objectives, relevant leaders will be held accountable.
